Six juvenile delinquents are subjected to a social experiment by the authorities, who place them in a home in the inner city of Stockholm. Krister is a naive young social worker who is assigned to observe their behaviour; he believes in the goodness of man and that everybody can change their ways. The overall supervisor and mind behind the experiment is a middle-aged man refered to as the Inspector. He represents the hypocracy of the system, and is also the one who eventually goes on to rape one of the boys.
The experiment is one of observation: the boys are free to go wherever they want and whenever they want as long as they reside in the home that was appointed to them by the authorities. As the days go by, we get to follow them into a life of cheap thrills and petty crimes.
