Synopsis:
White-collar crime from the perspective of the public prosecutor’s office. The unemployed civil engineer Kaiser (Martin Lüttge) becomes the managing director of the construction company “Zielbau GmbH”. Bankruptcy is foreseeable because the only client, Siegmann (Alexander Radszun), has negotiated a construction price that is far too low. After the bankruptcy, the subcontractors cannot be paid, apparently planned by Siegmann, and Siegmann owns the apartment block. Prosecutor König (Hark Bohm) wants to prove that Siegmann is guilty of fraud. But evidence must not be obtained by illegal means.
