Shirley Temple sets off for the Emerald City to tell the Wizard that she is upset that Judy Garland has been selected for the role of Dorothy in The Wizard of Oz. The film was begun as Franco was ill and completed after his death, and makes reference to the oppression of Spain during this period.

Shirley Temple Story is defined by its author as a “musical-terrorist movie.” The basic idea is very simple;. it has to do with the history of how and why Shirley Temple never played in the Wizard of Oz. Padros’ metaphor transforms the land of Emerald into Spain; the wizard of oz is Franco, the Francoist assassins are portrayed by a Vampire, the rightist bourgeoisie by three respectable matrons, and the young leftists by some characters who try to interfere within the film, continuously moving a set around. The film recalls at certain moments the works of some German filmmakers, for instance, Syberberg or Schroeter.

National Film Theater, London 1977, wrote:
This 226 minute politically outrageous musical begins with Shirley Temple (gorgeously played by Rosa Morata) setting out, to the tune of Gone With the Wind, to to discover why she was not given the Judy Garland part in The Wizard of Oz. The narrator, who impersonates Louella Parsons, tells the story of Shirley’s pilgrimage to a recognizably fascist Emerald Kingdom where the wizard despotically rules. It features music by Carmen Miranda, Zarah Leander and Wagner, and is stylish, camp, and very funny.
