One of several Pre-Code dramas helmed by Warner Bros. contract director Archie Mayo in 1932, Under Eighteen is a cautionary tale for the working girl that was lost in the shuffle of too many similar programmers released that same year. Seen today, it provides a unique window into the past when studios like Warner Bros. catered to blue collar audiences, particularly women, with movie plots that mirrored situations and circumstances in the lives of their audience.

Under Eighteen opens on a hopeful note with Sophie (Anita Page) getting married to Alf (Norman Foster) and moving out of the cramped tenement apartment she shares with her sister Marge (Marian Marsh) and her mother. The mood quickly changes to despair as Marge considers her circumstances and realizes that marriage is not necessarily the answer to the grinding poverty she experiences day after day. This becomes even more pronounced when Sophie, Alf and their newborn baby move back in with them because Alf lost his job and won’t look for a new one; he keeps blowing the little money they have on billiard tournaments in bars, hoping he’ll win the big cash prize. The situation becomes unbearable for Sophie once she realizes she is pregnant with a second child. She begs Marge to help her raise the money for a divorce lawyer, all of which helps convince Marge that she won’t make the same mistakes. Her fiancé Jimmie (Regis Toomey), a delivery boy who aspires to start his own delivery service, wants to tie the knot and doesn’t share Marge’s dismal view of matrimony. In her opinion, “Marriage is a bunk, at least for poor people.”

Soon Marge postpones her wedding plans with Jimmie and sets her sights on raising money for her sister’s divorce lawyer by using herself as collateral in a deal she proposes to Howard Raymond (Warren William), a well-known tycoon and notorious ladies’ man. Marge goes to his penthouse apartment, where a decadent rooftop party is in full swing, and begins to succumb to the inhibition-free atmosphere. When Marge and Howard finally retire to his private suite, however, their rendezvous takes a surprisingly unexpected turn.

More than anything else, Under Eighteen is an impressive showcase for Marian Marsh (best known for her role as Trilby in Svengali [1931]), who displays both fearless determination and raging self-doubt as the desperate Marge. The film builds suspense and a growing tension over what lengths Marge will go to help her sister. And it offers a grimly realistic view of the options available for women born and raised in the slums. This isn’t an escapist fantasy but the flip side of the working girls glimpsed in Gold Diggers of 1933. For most of the film, the camera captures the squalid details of tenement life: people sleeping on fire escapes on sweltering summer nights, the congested sidewalks and never-ending street traffic, the rented rooms with walls so thin you can hear the neighbors through them.

Though not as sordid or as entertainingly racy as other Pre-Code movies such as Baby Face (1933) or Employees’ Entrance (1933), Under Eighteen has its share of frisky behavior and sexual innuendos, particularly during the penthouse pool party scene. Warren William, who specialized in playing lecherous employers and rich philanderers, is right in his element here. When he welcomes Marge to his alcohol-fueled roof party, he says, “Why not take off your clothes and stay awhile?” Prior to that, he is glimpsed bobbing up and down suggestively in the water with a drunken female guest on a phallic-like float so we know his intentions are strictly dishonorable.

Full Synopsis: from TCM
Johnny “Slick” Rawley flees the police and, after lying low with his partners John “Gloves” Baker and his moll Peggy Russell, goes into hiding at the Baldwin Medical College. There he hears Dr. Clifford L. Schuyler give a lecture. Schuyler has successfully performed brain surgery on violent animals, changing them into docile creatures, and wants to try the operation on a human. Slick volunteers, stipulating that his ghastly facial scars be corrected at the same time.

Slick loses his memory as a result of the operation and Schuyler tells him that his name is James Blake and that he is the victim of an automobile accident. While Schuyler keeps Jim under observation, Jim’s admiration for the doctor grows. When Jim decides to follow in Dr. Schuyler’s footsteps and become a doctor, Schuyler arranges for him to attend college. Ten years later, Jim has become a famous doctor and he receives an appointment to Belmore Island Prison, where he will continue Schuyler’s study of criminals.

Janet Haydon, an unemployed woman who intentionally got caught stealing in order to receive food and shelter in prison, becomes Jim’s secretary. After she receives a vaccination from Jim, Peggy begins to suspect that he is Slick. Then Peggy tells Gloves about Jim and even though Gloves initially tries to rob him, Jim hires him as a chauffeur. Schuyler shares Jim’s secret with Gloves, who agrees to keep it quiet, but Peggy tells Inspector Logan, who has pursued Slick for over a decade for the murder of his police partner.

Logan identifies Jim as Slick by his fingerprints, and Schuyler finally tells Jim the truth. Gloves receives a telegram that his beloved mother has died and to prevent Peggy from testifying against Jim, the only other person he truly cares for, he kills them both in an automobile accident. Judge Treacher, who appointed Jim to study criminals, resigns from the bench to defend him. During the trial, Judge Treacher acknowledges that Jim was Slick but adds that Slick died on Schuyler’s operating table. The jury finds Jim guilty, but the medical association wins him a pardon, and he and Janet decide to be married.

SYNOPSIS: Karl Muller and his foster brother, Stephan Brenner, leave their farm in the Austrian countryside, and travel to Vienna to study medicine. Karl is in love with his foster sister, Lottie Brenner, and would rather work as a farmer, but in deference to the wishes of his foster mother, Mrs. Brenner, he studies hard and is named valedictorian of his class. Stephan, on the other hand, enjoys drinking and flirting more than studying. One night, while drunk, he performs an illegal operation on his girl friend Anna. After she becomes very ill, he confesses everything to Karl, who agrees to try to help her, even though he does not yet have his license. While Karl is with Anna, she dies, and he takes full blame for the operation in order to spare Mrs. Brenner’s feelings. He is not allowed to graduate and spends time in prison. After he leaves prison, he returns home to find that Stephan has died. Karl is eager to return to farming, but after he successfully operates on a boy injured in an accident in front of the house, Mrs. Brenner convinces him to pose as Stephan and continue his work as a surgeon.Karl travels to Vienna to work with earthquake victims and is extremely successful. However, now that he is supposed to be Lottie’s brother, they are forbidden to marry. Mrs. Brenner forces Lottie to announce her engagement to another man but, seeing how unhappy she is, remorsefully writes the truth about Karl to his supervisor. Although the board of directors dismisses him, Karl begs to be allowed to operate on his foster mother, who has collapsed in the street. They relent and the operation is a success. No longer a doctor, Karl finally marries Lottie and they return to the land.
